1. Application scope:

If an employee (hereinafter referred to as the applicant) rents a house that meets the following conditions, he or she can apply for withdrawal of the deposit balance in the housing provident fund account of himself and his spouse for payment of housing rental expenses:

(1) The applicant has continuously paid and deposited the housing provident fund in this city for 3 months;

(2) Applicants and their spouses currently do not own their own houses in this city and rent houses;

(3) The applicant does not currently have a housing provident fund loan, and has not drawn the housing provident fund to return the housing loan entrustment, etc.

(4) The applicant and spouse can only withdraw the housing provident fund to pay for the rent of a house;

(5) The applicant's leasing behavior shall comply with the relevant provisions of this Municipality on house leasing, and the promised house lease shall not fall within the scope of online signing and filing;

(6) Two or more individuals who do not have a spouse relationship jointly participate in the lease, and only one of the applicants and their spouse are allowed to withdraw the housing provident fund to pay for the housing lease during the same period of time.

If the applicant's spouse participates in the withdrawal, the withdrawal conditions should also be met.

3. Application information:

Where the unit provides dormitories, talent apartments and other housing or entrusts the unit with no housing to handle the withdrawal procedures, the unit can centrally handle the withdrawal procedures for the employees. The unit handles the withdrawal procedures for the employees in a centralized manner, and should carry out the withdrawal application procedures with the following materials (original and copy):

(1) Qualification application materials:

①Completed and affixed with the official seal of the unit "Application Form for the Preliminary Appraisal of the Unit for Collecting the Housing Provident Fund to Pay the Rental Expenses" (click to download);

②Unit business license, organization code certificate;

③The original or photocopy of the identity card of the legal representative of the unit;

④The original ID card of the unit's manager.

(2) The unit shall conduct a preliminary review of the following application materials of the employees and keep the copies:

①The original ID of the applicant;

②The original and photocopy of marriage certificate, household registration booklet and other marriage certificate of the married applicant;

③The original and photocopy of the city’s bank debit card in the applicant’s name; (it is recommended to bring a bank account debit card)

(The opening bank of this city’s debit card should be one of the following 18 banks: China Construction Bank Shanghai Branch, Industrial and Commercial Bank Shanghai Branch, Bank of China Shanghai Branch, Agricultural Bank Shanghai Branch, China Merchants Bank Shanghai Branch, Bank of Communications Shanghai Branch, Pudong Development Bank Shanghai Branch, Ping An Bank Shanghai Branch, Bank of Shanghai, Shanghai Rural Commercial Bank, Minsheng Bank Shanghai Branch, Postal Savings Bank Shanghai Branch, China CITIC Bank Shanghai Branch, Everbright Bank Shanghai Branch, Industrial Bank Shanghai Branch, Hua Xia Bank Shanghai Branch, China Guangfa Bank Shanghai Branch, Bank of Beijing Shanghai Branch.)

④Completed "Application Form for Withdrawal of Housing Provident Fund to Pay for Housing Rental Expenses (Personal Version)" (click to download);

⑤A completed "Application Form for Enquiry of Housing Status Information" (click to download) or a valid certificate of no housing.

(3) The unit shall summarize and submit the following materials:

①Completed and affixed with the unit's official seal, "Detailed List of Unit's Centralized Handling of Withdrawal of Housing Provident Funds to Pay for House Rental Expenses" and its corresponding electronic files (click to download);

②"Application Form for Withdrawal of Housing Provident Fund and Payment of Housing Rental Expenses (Unit Version)" completed and signed by the employees themselves (click to download).

4. Processing time limit:

If the applicant provides complete application materials or information, the Municipal Provident Fund Center shall within three working days from the date of accepting the application (the time required to verify the applicant’s housing status, housing lease information, and marriage information is not included in the calculation ), make a decision to approve or deny the withdrawal, and notify the applicant. If there is doubt about the application materials provided by the applicant, the applicant may be required to provide other valid certification materials.

5. Matters needing attention:

(1). If the spouse participates in the application for withdrawing the housing provident fund to pay the rent, the withdrawal formalities shall be handled at one time;

(2). If the employee’s rental housing does not fall within the scope of this Municipality’s online lease registration, they shall promise to terminate in a timely manner if they apply for the withdrawal of the housing provident fund to pay the rent due to changes in the rented house and fall within the scope of this Municipality’s housing rental online registration . For the current leasing and withdrawal business, re-apply through the housing leasing public service platform after completing the online signing and filing;

3. The applicant withdrawing the housing provident fund to pay for the housing rental expenses should be submitted within the housing lease term;

4. When the withdrawal and transfer is initiated, if the deposit balance in the applicant's housing provident fund account is insufficient, the withdrawal and transfer will be suspended.

2. Processing conditions:

Employees who meet the following conditions can apply for online lease withdrawal (if the spouse participates in the withdrawal, the spouse should also meet the following conditions):

(1) Employees and spouses who rent non-guaranteed housing in this city and the leased housing does not fall within the scope of this city's rental network signing and filing;

(2) Those that meet the conditions of the city's lease and withdrawal;

(3) Having signed an online service agreement;

(4) Online promises that there is no room in the city under the name of myself and my spouse, and the inquiry is authorized.

3. If the employees are foreign nationals and employees from Hong Kong, Macao, and Taiwan in Shanghai, they are currently unable to apply for online leasing and withdrawal; if the employees are non-foreign and employees from Hong Kong, Macao and Taiwan in Shanghai, the spouses of the employees are foreign nationals and those in Hong Kong, Macao, and Taiwan. Those working in Shanghai are not allowed to apply for online leasing and withdrawal.
